                        It was in this Hall that the Constitution was framed during 1946—1949 and the
                        transfer of power took place on August 14-15, 1947 midnight. At present the Hall
                        is utilised for the President's Address to both the Houses of Parliament, for
                        holding joint sittings of the two Houses, for addresses by foreign dignitaries and
                        other important parliamentary functions. When Parliament is in session, the Hall is
                        also used as a kind of common Lobby by Members of both the Houses. Inside the
                        Hall in line with the passage connecting it w th the Rajya Sabha Chamber is a
                        dais which is a permanent part of the Hall. In the arch overlooking the dais is
                        the portrait of Mahatma Gandhi, "Father of the Nation". On wooden panels i n
                        the Hall are portraits of other national leaders,
