(vi) The Committee on the Welfare of Scheduled Castes and Scheduled Tribes
                         considers all matters relating to the Welfare of the Scheduled Castes and the
                         Scheduled Tribes and keeps a watch whether the constitutional safeguards
                         in respect of these classes are properly implemented.

                       Ad hoc Committees : Ad hoc Committees may be broadly classified under
                    two headings : Committees which are constituted from time to time either by
                    Lok Sabha on a motion adopted in diat behalf, or by the Speaker, to enquire into
                    and report on specific subjects (e.g. Committee on the Conduct of Certain
                    Members during the President's Address, Committees on Draft Five Year Plans).
                       Under the second category of ad hoc Committees fall the Select or Joint
                    Committees on Bills which are appointed to consider and report on particular
                    Bills. These committees are distinguishable from the other ad hoc Committees
                    inasmuch as they are concerned with Bills and the procedure to be followed by
                    them is laid down in the Rules of Procedure and the Directions by the Speaker.
                                             THE SECRETARIAT
                       Each House of Parliament has a Secretariat of its own headed by a Secretary-
                    General, who is a permanent official working under the over-all control of the
                    Presiding Officer of the House.
                       The main function of the Secretary-General is to advise the Presiding Officer,
                    in the exercise by him of all the powers and functions that belong to his office.
                    He also acts as the administrative head of the Secretariat of the House.
                       The work of the two Secretariats is organised on a functional basis with the
                   staff grouped into the following Services :—
                          1. The Legislative Service;
                          2. The Financial Committee Service—This Service does not exist in the
                             Rajya Sabha;
                          3. Executive & Administrative Service;
                          4. The Library, Reference, Research, Documentation and Information
                   i         Service—serving both the Houses;
                          5. The Verbatim Reporting, Personal Secretaries and Stenographic
                            Service;
                          6. The Simultaneous Interpretation Service;
                          7. The Printing, Publications, Stationery, Sales, Stores, Distribution and
                            Archives Service;
                          8. The Editorial and Translation Service;
                          9. Watch & Ward, Door-Keeping and Sanitation Service;
                         10. Clerks, Typists, Record Sorters and Daftries Service; and
                         11. The Messenger Service.
